    The following are "buckets" of areas that we believe could/should be fleshed out to provide guidance to states about BYOD and State/District led 1:1 programs. These may need to have subheadings for different types of devices (ie mobile, tablet, laptop, etc) since different types of device may create differences in guidance.

    This guidance could help States to implement or to point districts to the guidance when it is not politically simple for a state to provide direct "advice" (which could be construed as policy).

    Our group ended up in FOUR discussion groups around the below topics and how broadband impacts the topics and how the topics impact broadband 

    • Device
    • Guiding Principals 
    • Rethinking Pedagogy and Learning 
    • Funding Models 

    We had a fifth topic area (Consortium Toolkit) that was considered important but in the end there there were was too much interest in the other topics. 

    To get to the four topics we had a each person introduced themself and then answered three questions.

    Ensuring Broadband and Device Access for All Students

    Participants will review the recommendations from SETDA's recent publication, The Broadband Imperative: Recommendations to Address K-12 Educational Infrastructure Needs and help provide states with tools to help implement these recommendations. In addition, discussions will focus on the need for systemic approaches when implementing high access computing environments, including 1-to-1 initiatives and 21st Century learning environments that include high access to computing devices.

    Some States have laws that create a state-based universal services fee similar to the federal universal services fee that funds E-Rate.

    Please add links to your state's Universal Services laws if you have one...
